Committees of the 41. SP

The Student Parliament can, according to § 12 of the Constitution of the Student Body, establish committees with 3, 5, 7, or 9 members to prepare and support its work and for investigations.

The Budget Committee (HHA), the Cash Audit Committee (KPA), the Election Committee (WA), the Election Scrutiny Committee (WPA), the Committee for the Aid Fund to Support Students in Need (HiFo), the Statutes and Rules of Procedure Committee (SGO), and the Legal Aid Fund Committee (RHA) must be mandatorily appointed.

Budget Committee

The Budget Committee, as a permanent committee of the Student Parliament, is a mandatory committee according to § 54 (2) Higher Education Act NRW. Its members must not belong to the AStA. According to § 3 (2) of the Budget and Economic Management Regulation of the Student Bodies NRW, it comments on the draft budget plan of the financial officer. It also receives the final account from the financial officer. Based on the comments of the Budget Committee, the Student Parliament decides on the budget plan.

Cash Audit Committee

The Cash Audit Committee conducts the audit for the Student Parliament according to § 23 of the Budget and Economic Management Regulation of the Student Bodies NRW. The auditors must not belong to the AStA and must not be entrusted with the authorization or execution of payments.

Election Scrutiny Committee

The Election Scrutiny Committee examines the validity of the election and its organizational and factual correctness for the SP according to § 27 of the Election Regulations for the elections to the Student Parliament. Its members must neither belong to the AStA nor have been part of the Election Committee for the election under review. After completing its work, the committee submits a draft resolution on the validity declaration to the SP.

Committee for the Aid Fund to Support Students in Need

The Student Assistance Fund provides interest-free loans to students of the University of Bonn who are in financial distress to ensure the continuation of their studies. Its members decide on the applications in regularly held meetings. The maximum amount that can be applied for is €2,500, with the estimated need being decisive. The money is lent interest-free. Statutes and Rules of Procedure Committee

The Statutes and Rules of Procedure Committee is responsible for the further development of the legal framework documents that enable the work of the Constituted Student Body. This includes, among others, the Constitution of the Student Body, the Rules of Procedure of the Student Parliament, and Election Regulations. The SGO prepares resolutions recommendations for the Student Parliament.

Semester Ticket Committee

The Committee for the Semester Ticket (STA) is responsible for refunding the mobility contribution for students, including those with social hardships, disabilities, exmatriculation, and study-related stays outside NRW, based on the Guidelines for the Work of the Committee for the Semester Ticket (RLST). The Committee for Gender Equity should discuss how to achieve a gender-equitable debate culture in the student parliament and present corresponding recommendations.
